I proposed this to lcc agm last year.
“That all London Boroughs and both the GLA and TfL map London into villages (Waltham forest model) with clear definitions of the purposes of areas and streets.
That all primarily residential areas (the vast majority of London) shall have 8 mph speed limits and access is only for those entering and leaving that area.
All other routes that are not dual carriageway shall have 20 mph speed limits.

i understand TfL’s transport and cycling strategies are seriously flawed because they have not defined who what where why and how people move and store their stuff, like those moveable metal boxes.
Things can be very different!
